Not really. You would need a way to decrease the signal by 1/2 for it to be the same as a cam signal; strictly speaking about RPM

I am 65 on mine. The factory spec is 37ft lbs + 90*, which is WAY more than 37. You can calculate it with the thread pitch and known modulus of elasticity (stretch factor) of the bolt.

Dont think that the Corvette wheel will swap without mods to the wheel or the shaft. If you used a Cobalt steering shaft, maybe. But even then, not certain the Cobalt shaft fits the Saturn column.
